A variety of problems that linked up all at once

I can't find a solution anywhere online, and it's flustering me to the point I want to uninstall and never touch this again. Heres my situation: When I want to play in Third Person, I can't. I hit F and it'll zoom me out for a second then put me back in First Person. If I want to stay zoomed out, I have to hold F. The only way to STAY in Third Person, is to use my scroll wheel. And it will not let me set the camera closer or further from my character, It's locked in one area. Then, to get back into First Person, I have to use my scroll wheel. Now, the scroll wheel and VATS problem. When I'm in the menu, in my Pip Boy for example, if I want to scroll down through my items, I scroll once and it won't move. I have to scroll like 6 times, then it'll just make my mouse go all the way to the bottom without being able to see anything in the middle. It does that in my Inventory, and it does that on my World Map and Local Map. And lastly, when I try to use VATS, it randomly selects a limb to shoot at and it just keeps cycling through the targetable limbs without me doing anything to it. This is really infuriating. I even deleted my game and my local files (reinstalled obv) and it was fine, then it did it again. This has started in two different saves now. I even deleted all my mods in a previous save, uninstalled FOMM, etc etc, and started a New Game, and it did this. Does anyone have any links to help me solve this or have any insight? I'm lost.

That's really odd, a new game with no mods shouldn't be doing anything like that. Have you got a joypad connected? if so try removing it. If not go to the FalloutNV folder in Documents/My Games and delete the Fallout.ini and FalloutPrefs.ini, next verify your game files https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335 then start it and see what happens. You will have to redo your settings, deleting those two ini files will cause the game to recreate new ones effectively resetting all of your settings.

It's funny because I don't have a joypad or anything connected. It's infuriating to play any Bethesda game because it all does the same thing that I explained. Foremost the annoying thing is trying to go through my inventory via scrolling and it'll just go to the bottom or top without letting me stop in the middle. I don't know. Would the problem be from me EDITING the .inis? For FO3 and NV I edited the .ini to turn off mouse acceleration. I set the iPresentInterval to 0 from 1 and I have the edited lines that they have on the Mouse Acceleration Fix on the Nexus Forums. I use that for FO3 too. Would that be it? All BethSupport is doing is asking me for my system info because they think that will help with this problem that only happens in their games. I dunno. Anyone else have any insight?

Just in from BethSupport. I'm using a Razer Naga and they are telling me that it can be messing with the things in their game. They said update my drivers, (which they are) and it persists. So it is not that I don't think. Would deleting the .ini mop up any problem that happens? I'm new to half this stuff lol. All I know is it forces the game to make a new one that is unedited and has everything it needs.

Deleting your ini files (the ones in the "My Games" folder) will basically reset them because the game will create new ones, it will undo any changes you've made.

Alrighty. I will do that but the weird thing is; this happens in every Bethesda game I play. FO3 does it, NV does it, and Skyrim I can't even navigate the menus and character sliders because this is effecting them. I honestly think it might be my mouse, but I don't think a mouse can effect third person when your hotkey for it is F. Sorry if I'm being stubborn >< Just makes it unplayable for me.
