Do not use Loot with Vortex, it has built in capabilities.

 

You'll need to provide more information for better help. Post some pics of all the mods you have installed. Make sure all your mods are for the specific game you have (don't mix LE mods in SE and vice versa). Make sure you installed the correct version of SKSE and that it's installed in Vortex correctly and you are launching from there.

I have the 320 mods installed and I've never had a problem like this, I don't have any LE mods installed, just the SE, and about skse, download the latest version 2_00_19, and my skyrim it's version 1.5.97.

Alright then, has it ever worked? Did you add new mods lately?

 

Have you tried disabling all your plugins to see if the base game starts? If it does, start re-enabling small groups of 5-10 mods at a time until you reach the point of not starting.

it's work! it was just a mod that looks like it got corrupted and was failing to load.

When you say that you have disabled everything, do you mean that you have also tried starting the game from the launcher? If it closes from the launcher then check the files in Steam because you have something wrong in the base game.

If you have made manual changes to the game's ini files, make a copy before verifying the files in Steam
If you have made manual changes to the ini files of the game, check that the changed parameters are correct.
If you have never made changes to the ini files of the game then try to delete them and start the game from the launcher, this action will create the two files again

do you use ENB? Verify that the configuration is correct, you can see a guide here. You open the ini files and verify that the important ones are correct, sometimes those are also guilty of a CTD in start

If you have started the game from MO2 without any mod and it still gives you CTD then verify that the MO2 configuration is correct and that there is no active esp, but now I don't remember if you need to have SKSE to start it with MO2, I have bad memory

You don't.  The SKSE launcher gets its own entry in the > Run pulldown, separate from the original game launcher and the actual game exe.  So you can launch with or without SKSE.

And yah, in MO2 I have a "no mods" profile and a couple of "almost no mods" profiles* for troubleshooting and mod testing.

 

* with little more than SkyUI and AS-LAL
