Installed ESMs not showing up in the launcher

i have the fallout New California ESM in the data folder. and i patched it. but when i click data files in the launcher it isn't listed as an option. what gives?

I wouldn't use the games own launcher, it's terrible, use something like FOMM, NMM or Vortex.
