How convenient, the creator of the forum (Dark0ne) has given all moderators permission to lock threads if they judge it appropriate. So I say yes, moderators should be able to lock threads since we have permission to. Part of the definition of moderator, you know...

The point of the moderators is to help the Admin with forum regulation and rules enforcement. It would defeat the purpose if the mods had to PM the admin every time something needed to be locked. The admin appoints the mods because he trusts their judgement, so he doesn't need for them to ask him before locking. And as far as I have seen, the mods have shown good judgement with all of their actions.
