Heads are too big, a lot of clipping

I've been trying to fix something ingame since I started New Vegas, most of the heads in this game are too big, like heads clipping through hair and hats. I never installed any mods that mess with that stuff though, I have very few mods installed at all, the only mod I had since the start of the game was JSawyer's.

Any idea how to fix this? The burned man looks so ridiculous right now that I won't play it anymore till I fix it.

I forgot to mention that the hair will clip through hats as well, the sheriff hat being the most affected so far.

If you extracted the hair meshes from the BSA for some ungodly reason, delete them.

I don't remember doing anything like that. Won't they just redownload from steam?

If you have extracted hairs in loose folders they will override those in the BSAs, redownloading from Steam won't fix it. Have a look in Meshes\Characters\Hair and see if there are any vanilla meshes in there, for some unknown reason a mod may have added the default ones to the folder.

WELP a fresh install fixed this and I have no idea how it all got messed up in the first place. I am still using the same mods and even the same save.

Water is still invisible, the fish in honest hearts look like they're hovering around.
