Best is to provide a link to it so people can read the description for themselves and perhaps download to examine or try it out. To answer the first part of your question: Yes, there is still an active modding community in this forum. Like Dubious said, don't assume that everyone is familiar with the mods that you use, especially on a forum for a completely different game. There are some folks around here that also play Elder Scrolls games, but even they might not be familiar with the same mods that you are. Anyway, it looks like the mod temporarily pauses the game for a very short amount of time and shakes the camera to give a better visual indication that the player has hit something. I'm not familiar with any mod that does anything like this in FNV. Given that Fallout is more about shooting people with guns than whacking them with things, a melee hit mod is probably going to be of limited interest. You will find several different recoil mods for FNV though, which, similarly, aren't going to be of much use in a melee game like Skyrim. There are some folks who prefer melee weapons in FNV, but that's more the exception than the rule. Compare how many gun mods there are to how many melee weapon mods there are.
