I need help with a Brawling Bug, please

I don't know the cause or how to find it to fix it, but every time I enter into a brawl about 5 seconds later they are taking out their weapons, even if they haven't touched me. I need some help to either find the cause which would be near impossible, or a work-around since the mod that should have fixed it, doesn't.
