Roleplaying mods

There are times when I look at Fallout 3 and say, "Man this is an awesome game. It'd be so cool if I could actually roleplay in it." Cause at the end of the day, you don't change anything, and you never get to define your character beyond good and evil. I loved the Merchant Empire subquest in that there was something to do with money besides buy more guns. I really loved the end of Big Trouble in Big Town where you get to make Big Town safe again in its own way.

But you never get to fix things. You wipe out the raiders in Springvale and in three days they all respawn like you were never there. Towns don't get rebuilt, trade routes aren't made safe, etc. etc. There's nothing really to do but fight and loot. That meaty roleplay I remember with Fallout, or Final Fantasy VI and VII. Something I've seen in a recent game is Mass Effect 2, cause while there's a ton of fighting, the fighting is filler, and its finite. THe character wheel and character development are the core of the story, and I'm really seeing a lack of that in Fallout 3, even in comparison to NV.

Any mods that change this? You know, rebuild Greyditch, fix the mall, use that Medicine skill to give the Ghouls prosthetic Noses and a bit of their dignity back? Something more than violence?

OK, if I use an alternate start, does it keep me from doing Trouble on the Homefront? Particularly with FWE alternate start?

Unfortunately, I don't think I'll ever be satisfied with a Bethesda game. Great games, but I don't care about the game, I want the story, relentless and thick. Like Honest Hearts and Dead Money, although the Oblivion engine is a terrible platform for a Fallout game.
