Main menu not loading

After working fine yesterday, the main menu will not display. Skyrim will start no problem, only to display the empire logo with no smoke and menu. Mods i am using has not changed. I have reinstalled the game, deleting both skyrim's folder in steam and my documents. used boss to set load order and check for problems, corrected where needed still no luck. posted are my load order and skyrim & skyrimprefs inis,

Delete skyrim.ini and skyrimprefs.ini and try launching the game.

See any Problems with my mods or load order that could make that crash happen?

 

And yes I ran it through loot.I did everything i possibly could have done.
