Give special note to the Lighting tab. Set the Ambient- and Directional-light to darker colors. As for Light forms I have to look that up since I don't know what that is.By form I mean base object/editor ID/whatever you wanna call it. You might want to try out the devs templates for a bit to get a feel for what they do before you start experimenting (hit apply and you see the effects right away). For instance, the Vault92 template makes things very bright (because of the light colors) and the Underworld template makes them dark and blue and the Atomic Wrangler makes things bright and kinda washed out.
