Rate limit hit but nowhere near estimated mods said on FAQ.

So I'm rebuilding my Fallout 4 mod list and starting from stratch but after about ~440 downloads it says I've hit the rate limit yet the FAQ says and I quote "To put this into perspective, Vortex consumes 3 requests per mod download (Nexus Mod Manager currently consumes twice as many per mod download) meaning you could, in theory, download up to 833 mods via Vortex (or 416 via Nexus Mod Manager) before reaching the 2,500 request limit." and "After that, you will then be limited to 100 requests per hour (around 33 mod downloads per hour via Vortex)." yet I've hit the rate limit at about half the mods with an up-to-date and freashly installed Vortex and when I tried to download mods after 2 hours it only takes 2-3 mods before Vortex says I've hit the rate limit and that is nowhere near the estimated 33 mods you can download.

 

From what I can see there is no info in Vortex to see what requests it has done other than download mods but it seems weird to me that a fresh install of Vortex and starting from scratch with new downloads of mods would eat up ~1,200 extra requests. And this isn't the first time I've ran in to this problem, a while back I got that I'd hit the rate limit after just a handful of mods but waiting for 2 hours made it go away then.

Every request to the API uses a request. This includes things like checking for updates. In my own experience I was able to get around 500-600 mods in a short space of time before I hit the limit, but I was really trying to burn through my requests at the time.
