Impossible to solve problem take a look

I am a pretty knowledgeable modder, I have modded this game before. But I can tell you I am just about done right now. I got the Ultimate Edition I run Windows 7. I have a 6970 ATI card and a i7 920 CPU. 6 gigs of ram.

 

I have run this thing with the 4gb patch, without it, I have edited the fallout.ini file, I have deleted the ini and pref file and recreated it. I have uninstalled mods, re-installed them. I wiped the game off and re-installed the entire game and went through each mod testing it each time. The problem seems to just appear for no reason, and so I am incorrectly identifying mods as the issue.

 

My problem is I crash when loading any new cell. I can't zone in anywhere. Occasionally I can get in a interior and I can see missing black textures, this is a repeating problem and seems to happen regardless if I had installed or uninstalled a mod that was remotely connected to textures. If I have what seems to be a working modded game, I can add one mod and it breaks it, I can immediately remove this mod and the game still stays broken. I use FOMM, I have done load order fixes, and I use pretty common mods.

I honestly don't think its the load order, and I have had these problems with half these mods installed i use NMCs texture packs, and I use the NCR texture pack for the other items in game, I have had these problems with and without NCR. One time I deleted my fallout.ini and the game started working right after, now the problem is still there so I don't know anymore. I seriously doubt anyone can help, it really seems to be an issue that is outside mod compatibility, but maybe someone here has an idea.

Found out that NMC large textures was causing most of the loading hangups, so that has been brought down to medium textures. Unfortunately when the powder gang fight started I crashed again so I need to look and see what else is straining my system.

Well still having issues I have paired down my mod list even more and I reduced my NMC texture pack to medium size, I got rid of NCR texture pack altogether.I am starting to believe there is an inherent intsability with windows 7 and NVSE and this game altogether. I have never had such a pile of krap like this happening. I still get loading erros on cells, all I have managed to do is delay that a bit now so I can play maybe 10 mins and zone a few times.

 

At this point I would call this game unsuitable for modding, at least for win 7 users. I mean the only thing comprehensive I have left is Project Nevada,..however I have used this in the past with good results. Here is my load list

oh dude. Let me put it in this way for you: I've struggled with the same BS for 1 month straight, from 3 pm to 6 am (with some breaks).

 

I almost threw my monitor through the window out of rage when i thought i figured it out and boom, black textures, purple people, etc.

 

enough about my frustrations. Anyway: no, it's not a problem of windows 7. It's not a problem of nvse. (HOWEVER IF YOU RUN FRESH VANILLA AND IT'S STILL BLACK, IT'S LIKELY A GRAPHICS CARD PROBLEM)

 

I see you have a ENB thing and don't take my word but i heard isolated cases of similar things with PN + ENB. In any case, i only use Nskies + ILO not ENB.

 

Why i'm so sure it's not a win7 thing? cuz' i have hd 7770, large nmc pack, and 140 load order of a lot of stuffed things i merged together and spent nights making it work properly but it works decently and 30fps which is totally fine by me.

 

oh and. Use merged patch. And maybe bashed patch. I use both, no issues. So i can stuff my game more and more until i have the perfect setup.
