If you've done all the quests for Habasi you need to go to Ald-Ruhn. There, in the Rat in the Pot, go up the stairs and then speak with the wood elf down the stairs to the right of the bar. You can get more quests from him and advance further in rank.

 

You can also go to Sadrith Mora if you want but I think the Ald-Ruhn Theives Guild quest giver is best at this point...

Actually, Anegoth the Jeweler's (Ald Ruhn) first quest is pretty hard if you don't have great security or alteration skill - you have to be able to open a 65lvl lock in his first quest. Big Helende's quests (Sadrith Mora) are much easier.

My status is footpad and I have done all the quests for Habasi. I have used no cheats.

I have the basic morrowind and have not installed any patches.

I heard of a bug where if you done too many quests for the fighters guild you cant advance in the thief guild is this true?

It isn't quite like that, and it isn't a bug. If you do the Code Book quest for Balmora fighters guild BEFORE becoming a member of the Thieves' Guild, you can not join the Thieves. However if you already belong to the Thieves guild you don't lose anything by doing that quest.
