unafragger
Or is there a way to tell which ones are for public "consumption?" I haven't had anyone say anything when I take stuff out of the crates around balmora, for instance. I do it with people standing right there. Of course, it isn't worthwhile later in the game, but there's some pretty cool stuff in there for early in the game. I guess it depends on luck. How do you tell? Or are they all public? thanateros
If you don't get a bounty on your head for stealing, then sure they're public. Take stuff until you're blue in the face and overloaded with clay pots and cups until you can't move anymore.
Kaningutten
If you're unsure wether it is safe to steal from a crate or not, you could open the console and type in 'TFH'(Toggle Full Help). When your pointer is over the crates this will tell you who, if any, owns the crate, and which scripts are attached to it. If noone owns it feel free to take whatever you want... ;) Some might think of this as cheating, but it's there if you want to use it!
cmac
They're only 'public' in the sense that the devs did not apply an Owner for the crates. So, feel free to loot them. ;) For the most part. I think the Ordinators are touchier about the crates than the Hlaalu guards.
Malchik
I have only once been arrested, and that was in some Canton plaza. However it's generally easy to check the crates when guards are missing. They rarely have anything of interest.
Jenlyn Fayre
Just don't swipe anything from crates and barrels when you get to Orva Dren's Plantation on the way to Suran. They are full of moon sugar and other goodies and if you try to swipe any, the guards will kick your hiney into next weekend.
unafragger
Haha, I learned that the hard way. I made it my goal to go back to that plantation and take EVERYTHING. Although, there was way too much there. I went back with my lvl 70 redguard and killed everyone I could find. Bastards..... :)
