Every old npc in my game is gone

They don't even appear at all. If I try to teleport to them, it teleports me to an empty spot they should be at. If I try to spawn a copy in, nothing happens. If I teleport them to me, they "teleport" to me, but they are still missing. The game says they are there but dialogue with them is impossible and so are npc conversations, which makes the non old npcs they are talking to as "this person is busy" for eternity. How do I fix this? I have no mods that specifically target old npcs. Only ones that I think of are Nordic Faces.

 

One odd thing I notice is, when Fralia gray-mane has her conversation with Olfrid and his son, Olfrid is there but she isn't. I would think Olfrid counts as an old npc but apparently not in the same category as others.

3. Use ReSaver to check your saves.

 

4. Try loading an old, old save.

I used alternate start to start out in the dark brotherhood and the very first save, Festus Krex was gone. I'll try out your solutions and see if they work, thanks for the response!
