pkleiss
That's not a bug, it's a feature. The human eye (well most normal human eyes) can't discern any difference with frame rates above 30fps and faster frame rates only overtax you CPU and GPU unnecessarily. Keeping the Frame rate at a very reasonable 30 fps allows complex FOSE scripting (like ref-walks) time to run between frame updates. But if you must, I seem to recall that you can turn off V-sync either (or both) in your graphics card utility and from the FO3 launcher (which you can't access if you use FOMM or NMM, unless you are on Steam - use the CD launcher) Note: It's been 4-5 years since I did this (uncapped my frame rate for testing purposes only) so my memory is a bit foggy. M48A5
I believe you are mistaken. FOSE extends the scripting capabilities of Fallout 3, it does not control framerate. That is done by Fallout Stutter Remover, which caps the framerate at 30 fps.
boswellboxer
I Have never used the stutter remover before.
