Learning to modify weapons

I'm currently learning how to modify weapons from the game on my own. Specifically the Harpoon Launcher from the Far Harbor DLC.

 

I'm having a hard time understanding and finding a couple things though. What I want to do, is edit its reload speed to be a bit faster, however, I'm having a hard time finding any info about how to do that. It looks like its really simple, and that that's why I cant find info.

 

Basically, I see that Reload Speed is set to 1.000000, is this the value I should be changing to effect the reload speed? If it wasnt set to a flat 1 I would be confident changing it, but that has made me uncertain. Also, is a higher number faster or slower?

 

I also cannot seem to find anything that has to do with the noise level of the weapon for detection, by that I mean whether its considered silenced or not, which I'd also like to change.

 

Sorry if these questions have obvious answers (I'm sure they do) this is my first time doing anything weapon related for these games, the only other thing I've ever modified in a Bethesda game was max bets and cap limits for the casinos in Fallout NV

Personally, I don't do weapons but from a modding perspective I'd say experiment and test. For example, double the value and test. Does it make a difference or not. Wash rinse and repeat. With an experimentation view in mind, I'd highly recommend only changing one variable at a time and always jot down the original just in case to have to revert.

Ive read through these, and neither answers either of my questions

Yeah that'll work for me for at least the reload speed thing. Still cant find anything about detection though unfortunately
