Help with Broken steel

First let me just give you some back ground information before getting to my actual question. So I just recently got fallout 3 and i've been loving it with mods so much so that after I beat it without any mods I wanted to play again with another build and with mods naturally since so many require FOSE I installed it so I oculd make use of mods likes weapon mod kits.

Now my problem that I need help with comes in here for this new character I just finished Take it back! and i'm running the steam GOTY version so all of the DLC was included and I have it loaded, all the quests are ready to go in my pip-boy and i'm level 21 so I know all of them are installed and should work properly. However when i went into the chamber and punched in the code I got the normal end of the game cutscene recapping everything you've done over the course of the game but for some reason the game ended like I didn't have broken steel installed. As mentioned before i'm above the vanilla game level cap at level 21 so broken steel should theoretically work based on that and that I also have mods that i my self have made or that i've downloaded that require it. Of all the mods, plugins, etc I have running with the game the only one I can think of that woudl casue such an issue is FOSE primarily because I remember hearing about it haveing issues with DLC.

I'm well aware of fallout 3 being full of bugs and glitches and I'm equally aware that mods can add to these, but i'm unsure if this was just a one off glitch that occured, if FOSE might be responsible for this some how, or if its just my lack of experience with mods in both creating and installing them that might of caused the issue.

TL;DR: Broken steel didn't kick in at the end of the game, I have FOSE installed and I think it might be the problem.

Any help would be greatly appriciated because i've been having a ton of fun with this character. I'll keep trying on my own and if this persists i'll record it and provide a link to the video.

None of the mods i'm using add any races though. The gist of what I have are weapon, armor, performence enchaning, perk, fellout, and some minor utlity mods that help with bobble head collecting or making building up a character easier mods.

Tommarow i'll upload and link the video and also include a list of mods i've downloaded from the nexus. None of the mods I've made should cause this all being again weapons or armor.

This is just a guess, but I think you might have a problem with two Unofficial Fallout 3 Patches running. Or it could be any of the mods that change perks. You need to remember that the DLCs were made after the main game and make changes to it. Anything that will change the player in the vanilla game could have an effect on the Broken Steel change over. There was a poster here that could not continue because the player character was hispanic. Once the player changed back to caucasian, the game proceded correctly. You should try the CREBSO.

LOL Whoops the nonupdated unoffical patch isn't being run, I was listing everything off my NMM then i realised I could jsut copy and paste my downloads list forgot to delete that one. I've tested all the mods one by one to see which has been causing the issue and no single one caued anything wrong. I'll try downloading what blove said to and see if that can work around whatever the problem is.
