Then you cannot choose where to install the game. Steam will download the game files and create two install folders. One folder is located in the Program Files x86/Steam/Steam Apps/Common/Skyrim Special Edition. The other folder is found in your Documents folder and is named Skyrim.....I would suggest that you completely delete all items from your previous installs. Every file you got from Steam, your SKSE files, everything. Then go into Steam and re-download the game. Let steam install it where it wants. Once done you can either press the play button in steam to try it out, or you can exit steam and play it through your folder.Do not be concerned when Steam tells you that it cannot find your video card, just go into settings and set the video settings to what ever you want.If you still have serious problems playing the game, then I would suggest the the problem might be your hard drive failing.Be aware that if SKSE has NOT been updated for the new game update, then you cannot use SKSE in your download. This also may be what is causing your problems. You will also have to make sure that any mods you download have been updated to work with the new game update. Be aware, I seem to remember that the x86 folder has more and tougher restrictions than other folders, and as a result may interfere with the installation and/or functioning of mods. Do a search for it. I am incredulous that Steam will not allow an install relocation unless another hard drive is present. I've long since abandoned Vortex and mods for Skyrim Special Edition. I know for a fact that my hard drive isn't failing because it happened to me recently, and I was able to identify the problem and get it fixed. TL;DR: Can't run Skyrim Special Edition, with or without mods. The game crashes or moves at like -1 fps. I have given up on mods and I'm just looking to get the game up and running. I had a 9600K 2.4 GHz, 8G Ram laptop that almost made me give up on Skyrim when I first purchased the game. I could get the game to open (barely), but like so many others, I got a stuttering wagon ride and it'd crash, or it'd just crash, or it just wouldn't open at all. I had to buy a new tower system for work about a year later and on a lark (bored one night) I tried installing Skyrim SE. Just let it do it's thing (default location). And it worked. But the new computer was much faster, had a dedicated video card with a modest amount of Ram (1060SC 6G), and a solid state primary drive (500G) (and a couple TB for archive on a secondary spinny drive) Q: I there a reason you are not installing the game to the default location? That is, aside from the gamer adage that "Thou shalt not install a game to the default game installation directory, C:/Program Files/, or thou shall be shunned by the church of gamers and shall gnash thy teeth in the outer darkness for ever more", or is there some valid reason? (ex: C partition size was poorly chosen during OS installation and is far too small to be of any use except for the OS itself, C drive is full and you are using a secondary harddrive, this is an IT asset and you "are not entitled to use the primary drive for such frivolity" (rules: parents work, etc...ie someone else manages the system). I feel for you if any of those are true. Still can't help there but I'm sorry for that if that's the case. BTW, I see talk about how Windows this and windows that quite often. TBH, I see none of this stuff in my daily interaction with Windows and never have (all the way back to V3.0). Windows 10 allows installation of some programs to alternate locations. Depends on the installation utility. I have installed several programs to alternate location, both on my C drive and on my other two drives. Apparently Steam/Skyrim's installation doesn't. Maybe it's some sort of 1st level gate-keeping copy protection, or just an oversight. Oh well. If alternate install location is by choice, then I'd ask, (crazy idea, I know) have you tried just letting the game do its thing and install to default? In any case, best wishes.
