Fix NPCs Fleeing?

A lot of the time I'll be in a battle right next to where I turn in a quest, and for some reason the person I'm supposed to give the quest to is just crouched over like they've surrendered. This is the stupidest feature in my opinion, because since NPC's don't take prisoners they just hunt them down and kill them. I have seen 4 recruit legionaries and a vexillarius attack 6 ncr troopers which could have been a pretty even fight, maybe more in the NCR's favor, but three of the troopers were just cowering in fear and ended up losing the battle for the whole squad. They only come out of this 'flee' state when they are attacked, and it only lets them come out one at a time so you end up with a bunch of NPC's just getting picked off one by one.

as you can see this NCR trooper had a riot shotgun, one of the best weapons in the game. He could have easily picked off one or two of the prime legionaries, helping hold the line, slow the legion assault and possibly winning the battle. Instead, this single soldier cowering might have made the NCR lose camp mccarran. The main thing is that there was a lot of fire going back and forth at that point, and a riot shotgun in the right direction could have solved a lot of problems.

 

I've even seen a battle where there was one Veteran legionary left and 4 or 5 NCR troopers left, and just because it was a veteran legionary the NCR troopers were cowering in fear and he killed all of them. I know it's not the biggest deal, but it's annoying to me.

 

My suggestion would just be to make a mod that makes NCR troopers, Legionaries, and maybe great khans or something never flee or at least make it less common. It loses a lot of battles for them and it's kind of pathetic to see these soldiers like NCR troopers or legionaries that are supposed to be trained soldiers, and then end up breaking formation and cowering in fear when it's like a 50/50 battle.

 

This is especially a problem with the NCR, but other NPC's do it as well. I have no clue how to mod, but I assume this wouldn't be the most difficult thing in the world, especially if it was only for a few select NPC's.

 

Tl;dr: Someone make NPC's stop running away/fleeing.

Ok, what mod are you using that's spawning so many soldiers and legionaries? The reason I ask is because some of those mods actually create their own set of NPCs in order to not mess up the game's regular NPCs for massive battles.

 

In any case, it is possible to do what you propose but it would be very time-consuming and may not work if you have other mods that affects those NPCs. Or NPCs that only exist due to that mod only.

Yeah, fairly easy. If one goes into actors and search for templates, they'r the form most other peeps are based on. Then one can change their confidence. Let me see what we have, just sec.
