Northern Springs is glitching up my NPC communications

I have played through Fallout Four a number of times. PC, Windows 10.
No problems with anything during those playthroughs.

Now I am playing with Northern Springs loaded, and I have had some problems.

Specifically, normally when I point to an NPC, Companions included, I get 4 selections. Talk, and three more. When the glitch occurs I only get a Talk, and selection of Talk results in no 4 way menu, the bottom is often barter. So essentially, I cannot barter with anyone, even Trashcan Carla. Carla asks if I want to trade but the menu never occurs so I cannot trade.

The problems only occurred after I played through Northern Springs. It seems to occur pretty fast after I go there, I went to a few locations there and did very little and though my trade dialog works with the two traders at Sanatogan the rest seem broken now. Three times this same issue has occurred. I go back to a save from before I played Northern Springs and all is fine, so it might be an issue with the saves.

I haven't found a way to troubleshoot this issue.
Can anyone shed any light on this?

It doesn't appear that there is any issue with my files. I did verify local files. And it seems that no configuration is stored in any of those files anyway, so the problem has to be in my saves.

 

I just watched a video, at 23:27 the guy has the same problem I have. Traders do not talk. BTW, those two traders don't really talk, if you talk to them you just get the trade dialog. He didn't get anymore than I did with Marcelio and Felecia. But I cannot even talk to my companions after this happens. I am currently playing with Kit.

 

I go back to an earlier save where I have not been to Northern Springs yet and go to Sanatogan and it works, for a while. Companions work too. Even if I go back to the commonwealth after this I cannot get the talk dialog to work. I have Piper, Cait, McCready, ADA, and more. None will talk
