Dialogue "Hiccups"

Lately I've been noticing an issue with NPCs in my skyrim game. Sometimes their random chatter dialogue will basically hiccup and a word or two will be left out. Its gotten to the point where its very distracting. Anyone else have this issue before? Know how to fix it?

Have you disabled all unnecessary background processes/services? Especially things like autoscans/cloud sync? Are you running Steam in offline mode and with steam community disabled?

Is your audio set to 16/44100, with surround sound disabled?

Sorry it took so long to get back to you. I had to take a hiatus from skyrim due to real life. I've tried all of the above and, even on a fresh install, I'm still getting guards and townsfolk omitting random words or syllables in their dialogue.

 

EDIT: This is a relatively new issue as well. I'd been running Skyrim on this rig for over a year with no issues. There had been no new mod downloads nor any changes to the system itself when the dialogue issues began.

 

Example: "Now I remember... you're that new member of the --------ns. So you, what... fetch the mead?" ("Now I remember... you're that new member of the companions. So you, what... fetch the mead?")

Starting to now suspect it might be my sound card starting to die

So after trying everything recommended here and running a full diag on my sound card (which is up to date and working properly) I'm still getting the dialogue issues.

 

Below is another example of what I'm getting where the dashes represent missing dialogue.

 

The s------ ---- in Whiterun is terrible. Shameful is what it is.

 

I'm just looking for any other possible suggestions on what it could be. I'm no9t having this issue with any other program or game.
