LE Blizzard spell that doesnt damaging its caster

please make a mod that makes the Blizzard spell not damage its caster.

(and please dont solve the problem by making the spell Blizzard give the character 100% frost resistance,if i understand it correctly that would make blizzard do less damage since if i understand correctly Blizzards damage is reliant on perks and magic resistance.)

i suspect that the fact that the Blizzard spell damages its caster

is an oversight or a bug.

i mean think about it,when you aim your characters vision straight down and fire a Fireball spell straight down at where youre standing it doesnt damage you.

also please leave alone the settings that make Blizzards

damage reliant on perks and magic resistance,i need those there so that Full Magic Scaling still works on it and so that the perks still work on its damage,and besides;theres already a mod that makes the Blizzard spells damage not reliant on perks or magic resistance.
