Seriously anything will work Morrowind is so old i remember when i was running it modded with 500mb gpu. Although i used to do that with Skyrim LE as well.You can get any Potato PC around 100 USD and propably even prebuilt Medium End PC for 400 to 700 max with a 4GB gpu.But the Mac Mini wont help you much really.
