Adding a Cell/Landscape Tint

Hey everyone, I'm nearly done with my house mod (well, not exactly a house mod, but a mod with an underground shelter with very versatile options, such as turning off different lights, joke terminals, and separate lockings of doors).

 

The question that I'm stuck at currently is, how could you possibly change the overall tint of all the objects in a specific cell? My cell is an underground interior cell with about 10% of it being the room, and 90% being caves. Now, the default cave color is a light, sandy look. I was planning to change it to a dark-blue shade such as the one in this Vault 13 mod (unfortunately, you'd have to download it and see what I mean (for those that do, the cell is the "Cave Interior" one)).

 

Is it possible to, just like that, change the overall tint of all the objects in a specific cell?

Whoops, for some reason I noticed I linked to the wrong Vault 13 mod, and the original got deleted. Anyway, hereIin the attachments)'s the file I was talking about for those that want to see the blue tint.

 

Well, does anyone know how to create such a tint to all the cell's objects :)? I tried adding a 4000-radius-big VaultBlueBright light, but that didn't work as it also made things less dark.
