So it just occured to me... why are there no like spell books or something that you can equip and use the spell form the book as though it were a staff? Or even just a retexture of staves to make them look like open books and maybe add some audio to it to make it sounds like you are reciting an incantation.

Its possible. Bethesda has an NPC carrying an open book in the game. I forget now though which quest it was from though, but its there somewhere.

Almost every single one of them will flip through books at times. But I am just wondering why I have never seen a mod for Spell Grimoire which are like staves.

Sounds like it would need a bit of animation tweaks as well but I really like the idea, if I recall correctly there's a mod that lets you attach spell books as a piece of armor on your back? I can't remember well enough but I know that's out there, unless they took it down.
