I've been told that its not in the game but it has to be theres so much more content outside of silian velodiuse's main questline! For example one of the rich people in the imperial city is now a vampire! According to some forums he tells your social status in the vampire underground I've also seen vampire guards skulking around at night. This has to be in the game it can't be otherwise this other content would be useless it also states in the description there is a choice between two different story lines the covenant and the rogues.
