I have tried a simple yet cheesy way to get my results, but it didn't work, well the skills sorta did, but not the attributes at all. My goal was to keep racial stat and ability modifiers unique. I thought that I could change the racial stat modifiers and skill modifiers in each race if I made new files and labeled them as Abilities, furthurmore applying each "spell" to a race's "Specials" list in the CS. Well obviously it just capped the 6 racial stats(lno Luck/Pers. mods.) I changed to 100, and started the racial skills at 1-200+. This is where I want Skills and Stats to cap at, not start at. I was thinking as far as major stat/skill change, Orcs would have a strength cap of 200,followed by Nords at 180, and Redguard at 150-160. The High Elves would have a 100 point skill cap over all other races in all things magical... What files control the level caps that I am looking for, can it be found in the CS or should I be using another program, and what is the pathway to the files, as well if maybe there could be something tricky I should know about in advance like numbers transferring to game numbers, yet appear as a separate value from the CS to Ingame(like AC).
