Download a .DDS converter for Gimp. You also need Fallout Mod Manager to get the textures out of the .BSA files. Extract whatever texture you want to extract, open it in gimp, edit it, and export it as .DDS. After that, you would have to replace the texture in the world model. If you want to change posters around in the Mojave the quickest and easiest way is to simply overwrite their texture. So long as you don't mind losing a certain set of posters, simply overwriting the textures on pre-existing ones will allow you to have quite a few of your poster already placed around. Of course if you're not placing them randomly around the Mojave or you don't want to lose any of the posters already in-game, then of course, you would indeed need to duplicate the model with your texture.
