Custom NPC voice

I've read about a lot of modders seeking a way to use new voices for NPCs that can be unique to all NPCs, possibly adds some reaction sounds to the PC, but heres my theory for a how to:

1.) Use a Text to Speech program with multiple characters for different voice , the Default "voice" Sam is a bit outdated, these may sound a bit robotic, but there are Andriods in the game already if the speech playout sounds too robotic whats wrong with making the NPC (preferably new or custom NPCs) an Andriod?

2.) Being a more obvious approach, use a Mic and practice refining your voice acting or letting real life friends do so and use that ( if people don't like your voice in your add then they can simply skip it or make their own ). Any internet buddies you might have and talk to through programs like Ventrilo, or Xbox Live, may be willing to add their voices too.

3.) Use music files, actor voice from films, t.v. shows, or better yet, any vocal media on the internet.

Maybe even sound boards. and just Record the the parts you want to use.

4.) This is a Audio recording program that should let you record whatever noise is made, play an audio with speakers on then use this programs "Record" to start recording what you want, then Stop or Record again when you have what you need. Program is called "Audio Recorder Deluxe", I also recommend downloading "Switch Sound File Converter" to change any Audio file's suffix to whatever is desired (Ex: .mp3 to .ogg or .wav etc.).

Hope at least something in this post is useful to modders, I wouldn't know, I don't bother embarassing my G.E.C.K. knowledge.
