I know that sometimes, authors that focus a lot on rebuilding settlements will sometimes consolidate their mods into an all-in-one. But many of those are just cleaned up and repaired.

While they usually don't cover all of them, a mod called Transfer Settlements

https://www.nexusmods.com/fallout4/mods/22442

Is very popular. It allows a player to build a settlement. Copy it as a blueprint, and then have the blueprint available to download. The caveat however, is that if they used non-vanilla assets in the build, you have to download and install that/those mods in order for it to work. And some of these guys have lists of required mods longer than my forearm!

The plus side tho, is that is REALLY cool to watch those blueprints go into effect. All the stuff rises up out of the ground and falls into place. It's freaking really really cool.

Edit: Another benny for transfer settlements is that each blueprint is technically NOT a mod, as the game thinks of it. It's just another file. So the blueprints do Not go against your mod count.

Hello. Try to find mods, overhaul or fix the buildings of a settlement. Just type up and right of the mods page, overhaul or rebuild. Also try at the mods/categories, the player settlement option. There you find many mods that change --without using the transfer settlements mod-- a settlement, so you don't have to spend time to build it. Some of those overhaul mods have their own system to expand the borders and that help a lot. Yes there are 74 i think, pages, with mods at the option, player settlement, but it worth the try for search. That's all.
