Download problem - "Download Failed - ERR_SSL_BAD_DECRYPT"

hey!, when I try to download any medium-large mod (+100mb) onn the vortex app the download either stays at "Pending" and never starts or I get this error message (check file attached). Couldn't find the error on the Vortex help page so I tried searching it on google, but nothing seems to work. The message says that my antivirus or firewall might be blocking the download, however I'm using just Windows Defender and the Windows Defender Firewall, both of which don't seem to be needing any updates, I also updated my network controller drivers trying to find the solution to thi. Then I tried downloading mods manually but I just keep getting 'Failed - Network Error' after a few seconds on chrome (had to copy the download links quickly!, the download test seemed to last a little longer though, but failed anyway after I could check the average speed). Searched this error on internet and again tried everything with no result. My internet connection is not the best but my ping on online most videogames is around 50-30ms, and usually my download speed is 2.5 to 3.5mb/s which I think is pretty average in my country. I don't know what else to do! I have been trying to solve this problem for a week now, any help is apreciated!

This seems like an issue with the security certificates on your PC. Make sure you've installed the latest Windows Updates and disable any non-Microsoft security software before trying again.

Just checked for updates and I don't need any, as for security software, I'm just using Microsoft Defender and its firewall.

Aright, well the next thing to try would be a VPN. If that works it may be an ISP fault.

I'll try that. I was able to download the mods manually and them adding them to vortex, so I'll try it other time, thanks!
