Need help finding a mod, it basically exteneded Skyrims borders and added small villages, essentially expanding the playable world with no load screen

It was a mod called "skyrim borders opened" or something, and it disabled the borderregion invisible walls around the map and added some small villages and settlements, but I can't seem to find it. There was a village south of the rift, south of the falkreath, and west of dragonsreach beyond the reach mountains.

 

It was NOT a landmass mod, nor was there any loading screens in getting to the new locations. Can anyone help me find this mod? I cannot remember it and all my searches have yielded no results thus far.

Oh, I'm pretty sure that years ago I was using a mod that did this. I remember there was a border town where refugees from Morrowind were arriving, something like that.

 

But I can't remember what it was. :(
