The Best Tool for the Job?

Greetings,

 

Despite the myriad immaculately created mods available, I have not found exactly what I'm looking for, so I've decided to learn to craft my own mods. If any of the fantastically talented people on this site could recommend the best tool sets to use, I will gratefully and thoroughly learn them and freely distribute my work.

 

While I have zero experience in creating mods, I understand how they work (and fail to work) and I'm a pretty quick study.
