Midwestern Brotherhood Power Armor

I don't know much about modding, actually, nothing at all. Hence, this request for the implementation of the Midwestern Brotherhood Power Armor to Fallout 3.

 

Since I know nothing of how to make mods, models or whatnot, I'm also asking if its possible? The armor is rather similar to the Enclave armor already ingame, but still, changes need to be done. This armor also has some sort of a cape, which I am unsure would be possible to incorporate?

 

Hoping some skilled and experienced modders of this community will take mercy upon me and give this one a shot!

edit: since the pictures differs a bit, just to be clear, what I am aiming for here is something along the lines of the last posted picture-link, with the rather long half-cape / shoulder-cape.

Fallout doesn't have physics for cloth. Meaning any cape would be 100% rigid.

Thus, any cape over the arm would cause clipping 90% of the time (in other words, arm passing through the cape)

 

That was what I was afraid of. But the rest of the model would still be possible to implement via modding, even the chain, right? As seen here: http://images4.wikia.nocookie.net/fallout/...Power_armor.png
