I can't load or play New Vegas. Whenever I load my saves they create infinite loading screens or partially loads in but I'm trapped in a white

So I can't load into NV like I used to. A couple minutes ago I tried loading into the game with this load order shown below. The first time, it produced two results: it would either create an infinite load screen, or load partially, showing HUD elements and quest journal blip in the normal location on screen, but it the game itself was just a white abyss. You couldn't control or do anything. It just loaded in that and some of the music.

 

THEN a few seconds ago it would load to the main screen but wouldn't recognize any button presses, and the buttons on screen wouldn't show up, just the main picture of the loading screen. Literally nothing. I can't do anything and this is pissing me off. Please help. Nothing works. I can't play anything. I can't do anything.

I would try creating new ini files, go to Documents\My Games\FalloutNV and rename the Fallout.ini and Falloutprefs.ini files, then start the game from the launcher, this will cause the game to create new ones, you'll have to redo your options but if the issue lay with them it should fix it.

I have ini Baked and Base files. Which one would I edit? And what launcher should I use? Steam, or Script Extender?

Alright, so I kind of fixed the problem. For some reason, it was either Willows rebalance patch caused the issue, but I keep running into that white screen problem I mentioned. Not sure where to go next.
