[LE] Why i cannot adjust values of magical items?

Hello everyone. What is the best way to calculate values of magical items?

As you know, we can easily adjust the values of non-magical items. But when it comes to magicals it is confusing to me.

 

For example let's talk about one item.

How can i make it's value 100 or 500?
