When you wake up in a hotel and dont remember how you got there it's usually best to start going back home. In the cases where the game engine has sent a character to the Tiber Septim the ... prid <their refID>moveto player ... sequence will work to bring them to your location. That should always be the first thing you try when looking for a missing NPC. If the console command just fails silently then you can try the ... prid <refID>enableressurect 1moveto player ... sequence.
