Mod to add glow or volumetric lighting around lights?

I think, to acheive this effect, you would need to have a secondary mesh, or a new mesh, with different texture attach points, to add either a new, brighter, smaller radius light effect to the new mesh, or to the seperately mapped area. Essentially, to create a halo around the light bulb/source itself.

 

Now, how to actually DO that... I WISH I had the skills know-how, of how to do it. I'd love to see this in the game!
