Only occurs in Hjerim - as far i know.

Can't use any chest or leave Hjerim when inside.

But i can still move, talk with my huscarl or my kids, take weapons from the .... (idk how they are called, i think u know what i mean http://www.loverslab.com/public/style_emoticons/default/biggrin.png)

I have never had that happen with Hjerim, but I have had that happen a couple times with a mine. The solution that worked for me was to go into the area, save the game, and then reload the save I just made (still inside, not closing out, just hitting esc, then load .)

Not sure if you are seeing the exact problem but it may be worth a try.
