Try increase the AA/AF settings, if it does give you fast enough framerates then try that with a lower resolution. (Don't be a snot about what advice you will or won't consider). Make sure DOF is enabled... if that is not enough try one of the mods which allow increased DOF effect (blurs the background and distant items) such as NVEC. Start Steam, select Games \ view library Then fallout New VegasClick on Playclick on Optionsclick on advancedThere is a checkbox there. You can also adjust viewable distance and other settings. The mod NVEC also has more advanced DOF settings. (http://newvegas.nexusmods.com/mods/44204//?), just make sure you also install the prerequisites. I'd bet with a little tuning on your display options you can reduce how annoying the texture flicker is. I use a 7870 2gb which may skew my views as it is a little higher end then yours (although doth of us use mid-level cards) but I run it at a much higher res then most (2560x1600) and use NMC's medium, Nevada Skys and several other things which increase the load and probability of getting flicker like in you.
