Installing Buffout 4 for the first time as a noob

There doesn't seem to be recent video guides going into detail on installing Buffout 4 so I've tried following instructions the best I can. Currently, I crashed loading a previously stable save and I don't see crash logs. I don't think I installed it correctly and I need help.
