If you know what you are doing, you can add it to FONV. http://www.nexusmods.com/fallout3/mods/20251/? However, you can only use it in your game. You cannot convert it and upload it to the Nexus without the original author's permission. The original author will not port the mod to FONV since the author does not now have and will not obtain Fallout: New Vegas. But the knowledge is gone as I only did it once. It was a temporary thing because I waiting on the mod author to make for New Vegas. After several months he released his mod for New Vegas which was much better than the FO3 work. Thank you for posting the link! I haven't look at the mod structure, but if it contains all the meshes and textures, yes. I have ported FNV mods for my own use and I do not now nor will I ever have a steam exclusive game. In this case the meshes are the authors, so I guess technically you'd be violating his copyright, but practically no one will be busting your door down for using the mod/assets for personal use. I doubt there is any assets exclusive to to fallout 3 in the mod in any case. Long story short you don't have to be concerned as long as your not distributing the modified mod to others.
