Decorator Assistant for Fallout 3?

Elder Scrolls IV: Oblivion has a number of mods like the Decorator Assistant, which allows you to take any player-movable item in the game world, orient and place it anywhere you want, with the option of locking it. It started out with books in Oblivion and bookshelves in player homes, but expanded to things like armor, swords, etc. Trying to move and arrange objects was a real nightmare until these must-have mods were released.

 

I was wondering if any modder out there considered doing something similar for Fallout 3, which would allow you to arrange and possibly lock items in place on shelves, so that you don't have to go nuts dealing with the wonky Havok physics trying to use and precisely place the item where you want--only to have the game reposition it or a companion knock it from its place simply by walking near it (or in some instances, like with Dogmeat, over it).
