Disable Console

Hi.I need to disable Fallout 3 console.Where thas plug - in in TESIV OBLIVION, who disable game console who was activating like in fallout 3 by button ~.So Can anyone tell my how to disable console in f3 or can somebody make my a plugin like in tesiv who will disable that stupid console.

 

 

P.S. I tryed AllowConsole make to 0, but it won't help
