I assumed you wanted this on some kind of broad dynamic scale. For that, likely several ways but I'd prolly go with scripts. Either on their actor record or perhaps a magic ability. Add whatever when whatever desired conditions apply. Gonna go on a limb and assume you arent fond of scripts for some reason so... IDK def an odd issue if you dont have Creation Kit access... This is why i am looking for someone who knows how to add perks and "verified it is worked" and asking for any modder you know how to do it. --- Current situation --- 1-) Open your mod with TES5Edit 4.0.42-) Waiting for next step.
