Purple Textures Will Not Go Away

So I have this texture always showing up as the odd purple color, and I've tried the things I know to get it to go away if it is temporary, but it is not. I just spent plenty of time googling (haha that's a word) the issue and trying suggested solutions but none have worked. Game is modded. I want to try and fix this.

 

I also have some other issues so rather than making a few more posts about them, I will piggyback them here;

This is during the escape in Helgen before you start heading into the keep area with Hadvar. I don't know much about settings, but the ground is far too bright. When I was in the northern areas in the water looking at the coast, it almost looked as if there was a nighteye effect on but there was none. I do not use ENB but would like to learn to optimize my game (and PC) to handle them as last time I tried, it felt slower with them on.

 

Going off on that, my game has been a bit stutter-y and some really bad lag this most recent time around. I want to fix this. I am not sure if I use mods for textures that my PC can or can't handle. I have a processor from around 2008/09, and 8GB of RAM, 2 TB 7200 rpm hard drive, and an Nvidea GeForce GTX 580 3GB VRam. Not sure what other details to include. I would like to know my PC's limitations to get a running game, as I feel like I spend more time tweaking mods and whatnot than playing, and that's no fun.

How do I find out which mods are affecting my game? I just uninstalled all texture files and now Skyrim will not work. I am quite frustrated now because I am using less mods than I normally go with for a more "stable" experience and the game still does not work.
