Using worldspaces and large quest mods can overload the engine and subsequently bugs will appear. However I cannot find the original thread.So how much is it?
niston Posted September 22, 2022 Posted September 22, 2022 Two million refIDs in FO4. If you have a really large mod, you can alleviate the problem by flagging the mod as ESM.That is, because some bug or oversight, any references placed in non-ESM mods count as persistent.

niston Posted September 22, 2022 Posted September 22, 2022 If it's an ESM (or pure ESL) mod? They do count, but only as long they are loaded.If it's an ESP (or ESLified ESP), they count. Always.
