Removing and Adding Perks

I know I can add and remove perks with the console. But if I remove one, will the game prompt me to select a new one? Or do I have to add it in with the console?

I just want to shuffle some things around without restarting the character, and not add anything I couldn't normally get.

Also can you do this with other stats? SPECIAL, etc?

Thanks!

Anything you add or remove using the console is completely unrelated to levelups, so you can add or remove them freely. Just remember that some mods add perks and if you take that perk then remove the mod, your savegame won't work any more. Remove the perk using the console command, then remove the mod.

And yes, you can alter any stat using the console freely. Use 'forceav skill #' without the quotes to set skills to whatever amount you want, up to the max of 100. Use 'addspecialpoints #' to add points to use on your special stats. If you want to remove special points from a specific stat, use 'player.modav stat -#' (for example player.modav intelligence -5 will remove 5 points of intelligence to a minimum of 1).

You can find a list of the most common commands on the FO3 Vault wiki Here.

quick edit: be very careful when adding special points, if you add more points than you can distribute you'll be locked in the menu. Using 'closeallmenus' will fix that but it's best to add up how many points you want first if you intend to max all seven stats.

Thank you!

And since some perks require certain skills/special, I'm assuming that if I change I change around skill points and still have the perk it'll probably break something? Or conversly if I add a perk and don't have the prerequisite points for said perk?

Are there any mods that can do character edits like this?

Nope, the requirements only affect levelups, you can give yourself perks of any level or requirement using the console addperk function regardless of your own level or skills. Same applies to removing perks, it doesn't affect anything if you do remove one (as long as it's a vanilla game perk of course).

I don't know of any mods that can do this but then I just use the console (it's pretty easy once you get used to the commands, it's also essential if you do any modding since you can just add/remove/whatever to test stuff without having to hope for it to randomly happen in the gameworld). I guess it's possible there are mods that allow this kind of tweaking, maybe a search of the misc category on the Nexus downloads would yield something :)
