Regulator Character will NOT load?

Just as it says:

 

- ALL Regulator Characters, even the dead one in Arlington will not load.

 

- Regulator HQ is locked and cannot get into it.

 

I can COC zRegulatorHQInterior and I'm inside and the place is EMPTY of all characters and NPC.

Nothing - that is from LOOT that copies everything that I have loaded and active ... except for FO3 Script Extender ( Current version )

Then you have too many files in your load order. If all of those are active, you should feel lucky that the game starts.

 

The usual limit is about 125-130 active mods, depending on your equipment. You will need to trim your load order.
